The short version

  • Yes. Gifted products, services and other non-cash benefits count as payment (NMA service card).
  • So a gifted post is advertising: since 1 February 2026 it needs a UAE Advertiser Permit, and it must be clearly disclosed like any paid post.
  • Breaking the advertising rules, including disclosure, costs AED 20,000, then AED 50,000 under Cabinet Resolution 42/2025.

The short answer: yes

A free meal, a hotel night, a skincare box or a salon treatment given in return for content is payment in the UAE. The National Media Authority's permit card counts gifted products, services and other non-cash benefits as payment, and Gulf News reported the same in July 2026 (NMA service card, Gulf News, Jul 2026).

Since 1 February 2026, anyone creating advertising content from inside the UAE needs a UAE Advertiser Permit, paid or unpaid (Gulf News, 1 Feb 2026). Put the two together and a gifted collaboration is advertising, with the same permit, disclosure and sector rules as a paid one.

What counts as a gift

If you receive something of value and the brand expects content, treat it as a gift. Common Dubai examples:

  • Restaurant and café visits: the meal, the drinks, a tasting menu.
  • Hotel stays, staycations, spa days and beach club passes.
  • PR boxes: skincare, fashion, gadgets, home products.
  • Services: salon and clinic treatments, gym or studio memberships, car rentals, classes.
  • Event access offered in exchange for coverage.

The sources in this guide name no minimum value. A small gift is still a gift.

What is not covered

The National reports two exemptions from the permit (The National, 30 Jul 2025):

  • Promoting your own product or service, or one from a company you own, on your personal account.
  • Under-18s making educational, sports, cultural or awareness content.

Something you bought yourself and chose to review is not a gifted collaboration. If you are unsure whether a deal counts, the NMA is the authority to ask.

How to disclose a gifted post

The Executive Regulations require any material return or commercial relationship to be clearly disclosed (Art. 33(7), Cabinet Resolution 68/2024, via NMA legislation). A gift is a material return. The rules name no specific hashtag. Our suggestion:

  • Put “Ad” or “إعلان” at the start of the caption, not at the end of a block of hashtags.
  • Turn on the platform's paid-partnership label as well.
  • Say what you received, for example “Gifted stay” or “Meal provided by the restaurant”.
  • In a video, show the label on screen in the first seconds.
  • Match the language of the post: “إعلان” in Arabic, “Ad” in English, both in a bilingual post.

Sector approvals still apply

Ads for real estate, medical and health, financial services, education and food need prior approval from the relevant authority, and promoting alcohol, tobacco or narcotics is banned (Art. 33(9) and (10), NMA legislation).

Food ads are on that list, so ask the venue whether its promotion needs an approval and which one it holds before you film. If a gift includes alcohol, leave it out of your content.

What happens if you skip it

Cabinet Resolution 42/2025 sets the fines, and it applies in free zones too (NMA legislation).

Penalties under Res. 42/2025
BreachPenalty
Advertising without a permitWritten warning, then AED 20,000, then AED 50,000
Breaking the advertising rules, including disclosureAED 20,000, then AED 50,000
Advertising on an expired permitAED 10,000, then AED 20,000

Repeats within a year are doubled.

Is a gifted deal worth it?

Gifted deals have a cost: your time, your audience's attention and the same duties as a paid post. They are also not the only model. In Yamammi's contract report, Dubai venues paid AED 100-800 plus the package across 26 F&B contracts, and AED 700-800 plus the package at standard hospitality venues (Yamammi). A quick test before you say yes:

  • Would I go there or use this anyway?
  • Does it fit my niche and my audience?
  • Is the value worth the content the brand expects?
  • Is the expected content agreed in writing?
  • Could it lead to a paid deal? If so, say what a paid follow-up costs, using our rates guide.

For brands: sending gifts the right way

  1. Ask for the creator's UAE Advertiser Permit number before you send anything, and check it is shown on their profiles.
  2. Agree in writing what, if anything, you expect: format, date, label.
  3. Make sure your own sector approvals are in place.
  4. Ask the creator to clearly disclose it, for example with “Ad” or “إعلان” plus the platform's paid-partnership label.
  5. Keep records: the agreement, the permit number and screenshots of the post.
