The short version
- A visiting creator who makes advertising content in the UAE needs a visitor permit, applied for through a licensed UAE advertising agency (NMA visitor card).
- It costs AED 500, is valid for 3 months, can be extended to 6 months in total, and takes 3 working days.
- Hosted trips and gifted stays count as payment. Sort the permit before the flight, not after the first post.
General information, not legal advice. Confirm on nma.gov.ae.
Who this applies to
Since 1 February 2026, anyone creating advertising content from inside the UAE needs an Advertiser Permit, paid or unpaid (Gulf News). Residents apply for the standard permit. Visitors use a separate route: the NMA's permit for visiting individuals (NMA visitor card).
Typical cases: a brand flies in a creator from abroad for a launch, a hotel hosts a travel creator, or a creator on holiday is offered a paid post by a Dubai restaurant.
The visitor permit at a glance
| Item | Detail |
|---|---|
| Who applies | A licensed UAE advertising agency, for the visitor |
| Fee | AED 500 |
| Validity | 3 months |
| Extension | Up to 6 months in total |
| Processing time | 3 working days |
| Source | NMA visitor permit card |
The press also mentions accredited talent agencies as a route (Gulf News, Jul 2026).
Step by step for brands
- Start early. Brief the agency well before the creator arrives; processing alone takes 3 working days.
- Work through a licensed UAE advertising agency, which applies for the visitor permit. The press also mentions accredited talent agencies (Gulf News).
- Give the agency the details it asks for, including the accounts the creator will post on.
- Check your sector. Ads for real estate, medical and health, financial services, education and food need prior approval from the relevant authority.
- Agree deliverables, posting dates and disclosure in the contract, together with the permit's dates.
- Keep the permit details on file, and make sure every post goes live while the permit is valid.
What to tell the creator before they travel
Visiting creators often hear about UAE rules for the first time from the brand. Send them a short note with:
- That the permit must be in place before any advertising content is made in the UAE, including content from a hosted stay.
- Which agency handles the visitor permit, and who to contact there.
- The permit's dates, and that every post must go live within them.
- How to disclose: “Ad” or “إعلان” plus the platform's paid-partnership label, from the first post.
- What must stay out of the content: alcohol, tobacco and narcotics.
- Your sector approval reference, if your product needs one.
Hosted trips and gifts count
A visit does not have to be paid in cash to count. Gifted products, services and other non-cash benefits count as payment (NMA service card, Gulf News, Jul 2026). A hosted stay, flights, a free experience or a PR box given for content all count. Our guide to gifted collaborations goes into the details.
Disclosure and content rules
A visitor permit does not change the content rules. Any material return or commercial relationship must be clearly disclosed (Exec Regs Art. 33(7), NMA legislation), and no hashtag is named. We suggest “Ad” or “إعلان” plus the platform's paid-partnership label. Promoting alcohol, tobacco or narcotics is banned.
Penalties
Cabinet Resolution 42/2025 sets the fines, and it applies in free zones too (NMA legislation). The regulator has called on companies to work only with licensed creators (The National).
| Breach | Penalty |
|---|---|
| Advertising without a permit | Written warning, then AED 20,000, then AED 50,000 |
| Breaking the advertising rules, including disclosure | AED 20,000, then AED 50,000 |
| Advertising on an expired permit | AED 10,000, then AED 20,000 |
Repeats within a year are doubled.
Residents, visitors and your own business
Which route applies depends on who is posting:
| Who is posting | Route |
|---|---|
| A UAE resident creator | The standard UAE Advertiser Permit from the NMA: good conduct, a commercial licence and the NMA training programme. See our permit guide. |
| A visiting creator | The visitor permit through a licensed UAE advertising agency: AED 500, 3 months, up to 6 months in total. |
| You, promoting your own business on your personal account | Exempt, according to The National. |

FAQ
Frequently asked questions
Can a visiting influencer apply for the permit themselves?
The NMA's visitor route goes through a licensed UAE advertising agency, which applies for the visitor. The press also mentions accredited talent agencies.
How much does the visitor permit cost?
AED 500. It is valid for 3 months, can be extended to 6 months in total, and processing takes 3 working days, according to the NMA's visitor permit card.
Does a hosted trip with no fee need a permit?
Gifted products, services and other non-cash benefits count as payment, so a hosted trip given in return for content counts as advertising.
What does a visiting creator need to disclose?
Any material return or commercial relationship, clearly. No hashtag is named in the rules; we suggest “Ad” or “إعلان” plus the platform's paid-partnership label.
Can we work with a creator who lives in the UAE instead?
Yes. Resident creators hold the standard UAE Advertiser Permit and must display the number on their accounts. On socialmediamarketing.ae, permit numbers are self-declared, so ask for the number and put it in the contract.
